Mulligan is the Director of the Samuelson Law, Technology & Public Policy Clinic at Boalt Hall School of Law, UC Berkeley and an Acting Clinical Professor of Law. Through the Clinic, Mulligan and her students foster the public’s interest in new computer and communication technology engaging in client advocacy and interdisciplinary research, and participating in the development of technical standards and protocols. Through its work, the Clinic has advanced and protected the public’s interest in free expression, individual privacy, balanced intellectual property rules, and secure, reliable, open communication networks. Mulligan writes about the risks and opportunities technology presents to privacy, free expression, and access and use of information goods. Current research topics include the effect of digital rights management technologies on information policy and public use of information goods, the effect of technological advances, such as sensor networks and networked cameras, on norms and laws that protect privacy in public places and private homes, and the effect of various regulatory and market interventions on privacy practices and organizational structure within institutions.
